Dear, I see that problem because you manual create Jobmonster Child Theme. and it's missing file functions.php in child theme,
Why you not use Jobmonster Child Theme in jobmonster theme package download from ThemeForest ? no problem, i was create file functions.php in your child theme and add custom code to disable reject and approve action in job application manage, please check your site again.

Dear, I check your site but not see any problem on your site like your problem, maybe that problem because your network speed or image loading script on your site, please go to 'Theme options -> Page spped optimization' and disable all 'image loading optimization' and check your site again.

Dear, because you not add 'Purchase Code' in 'Jobica -> Quick Setup -> Quick Setup tab' Please check again or you can delete Jobica Theme old version your site and download latest vesion from Themeforest and install again, you site data not lose when you update theme.
