Hi
1/ if I want to create a job alert as a candidate from my dashboard, some fields with checkboxes such as job categories or location do not display all possible choices. (snap 1 and 2)
2/second problem: if I want to create a resume alert as a candidate (which normally should not be possible), then I have an error message asking me to log in as a candidate (he should rather ask me to log in as an employer and in addition I am already logged in as a candidate)

1. It is possible only these fields have job assigned.
2. I think this is a problem from translate string. You can use the Loco Translate plugin and update the string translate.
3. The email is sent only when the job matches the Job alert you created.

2/my translation in loco translate is good because the string to translate is "Please login as a candidate." so there is an error in the string to translate.(in the original po / mo)
3/I understand that emails are only sent when there is matching. Matching is done on job category and location? because I just created a job alert with criteria that match with a job test and I receive nothing!

2. I update the string translate for French.
3. We currently use WP Cron for this function:
When you create a job alert with mailing time per day. ie from the time you create, after 24 hours if any user accesses your website, cron will automatically be run.
So for Job alert to work properly, your web site needs a certain number of unique visitors.
You can install WP cron plugin to manage cron in wordpress.
