404 error returned when the page does not exist, you can check if the page exists or not? If the problem persists, go to Settings -> Permalink -> click Save Change and then check again

1. if you want change header bg image member page, you need delete current member page and you create new member page, you can then change header bg image. 

If you want to change the header-image other pages you can go to the customizer.

For example, if you want to change the header of your resume image, go to your customizer -> resume -> resume list -> Resume Heading Background Image

2. You can delete the code and it will not affect anything
