Dear, We're only support problem of theme and not support WPBakery issues because the WPBakery plugin is 3rd plugin on theme, if you have problem when WPBakery plugin, you need contact with plugin author to help you.

3,4. To do it, please go to 'Customizer -> Design and Layout' and change Primary Color to your color '#007AFF'
5,6. Please go to admin menu 'Job -> Job Location' and add country, location you allow select to post job.
7. If you want show topbar on your site, please go to 'Customizer -> Header -> Topbar' and change setting Enable Top Bar to On

Dear, I check i see that is problem of theme, to fix your problem please go to file 'citilights/wp-content/themes/noo-citilights/framework/property/property-tax-fields.php' line #101 and change code
$val = isset($_GET[$field_name]) ? $_GET[$field_name] : '';
to (see attachment)
$val = isset($_GET[$field_name]) ? $_GET[$field_name] : $value;
We're will fix it for theme in next update version

Dear, That problem because you add setting for Employer can post job limit is wrong, I have go to admin menu 'Jobmonster -> Settings -> Job' and change setting 'Job Limit' to 1 Now it's working, please check your site again.

I have disable check 'jm_is_enabled_job_package_view_resume()' in function jm_job_package_features_view_resume in file 'noo-jobmonster/framework/resume/resume-viewable-job-package.php' (see attachment) We're will add it in next update version.
