I have selected option under "Settings" "Member" to remove username from registration form.
As a result, under member profile the member's full name is auto-populated to use their email.
I am requiring user to complete profile before resume, but as of right now it shows their profile is complete with this mistake in Full Name.
Please show me how to update so that a user's "full name" is empty until they input that information.

Mean, your problem is: Candidate is complete profile but still can't post resume and it give error Full Name is empty ?

Let me explain again.
When a candidate registers, they are prompted to give an email.
This email populates their profile page under "full_name".
This is incorrect.

Dear, the Full Name (is Display Name on WordPress profile) is require data of user in WordPress site, the WordPress will use it to display name of user and it can't empty, you can edit profile of user in admin panel you will see the 'Display Name' use email data if username is empty. Please check again.
