Please find "All%s" and "Resume Suggest" text in our language file.
For Search text, please go to {root}\wp-content\themes\noo-jobmonster\assets\vendor\DataTables\datatables.js line 11672 then change Search text. Also, see this attached image.

As we told above, you can find "All %s" and Resume Suggestion in our language file. You can use Loco Translate plugin to make it.
For question 2, please give us your information correctly and the text which is a translation of Search text. We will help you to check it.

We have got access to your website then helped you to translate Search text in /public_html/wp-content/themes/noo-jobmonster/assets/js/min/noo.min.js file. And it works fine.
Don't forget to backup this file when updating our theme.
