On my home page, when people have the option to post a resume or fill out the contact form it either:
a) via the header menu button "post a resume" - it will jump to a new page where you have to register for an account or log in
b) pop up with a screen asking to login/register
Q1. If I want the person to simply be able to access the contact form without login in / registering how can I deactivate this?
Q2. How do I change where the "Post a resume/post a job" button in the home header jumps to?

Thanks for contacting us.
1- We don't sure about the "contact form" section do you want to focus? For example, then contact form in Contact us page. This is only a form for sending a message so it is available for all visitors without login or register.
In addition, when a user wants to add job or resume, he/she need to have an account on your website firstly and this action doesn't look like leaving a message.
2- You can on/off post job/ post resume button by going to the Customizer > Header > navigation bar> Show Post Job/ Post Resume button.

1- Please try to install Loco Translate plugin then find "All Categories" text and change it to your desired text.
2- We don't sure how do you have this link: https://wndrrecruitment.com/client-enquiry-form/
Because you have changed the real name of this link but it seems that this is the default login link. In case, we also checked it on our website however, we didn't see the similar page. Currently, we only support Member page which is built noo_member_account shortcode. Also, see this image: https://prnt.sc/navhkp
