I have bought Jobmonster with regular license for $55.
Wondering if it´s (at a later stage) possible to convert to extended license ($2599) if I want to start charging my customers? If so, can I use the website I've set up as is, or do I have to download the theme again and redo everything?

You still can use the regular license if you want to charge your customer.
You need to use the extended license if you want to include the theme package to sell to your customer.

You mean that with existing license can I charge my customers when they are on my website – using the theme "Jobmonster" – in order to apply for jobs or posting jobs?
But that I need an extended license to resell the theme "Jobmonster"??? This have I understood as being completely forbidden?

Yes, with the current license, you can charge your customer to use the service on your site to apply for or post a job.

You can integrate the theme to create the product for yourself, and you can sell the product.
