You can use the "Multi-location with input" type of field temporarily. You can add new a location if it doesn't already exist.
OR
You can make an input field like the Skill field in post a resume form.

In this, either of the button "Apply | Go to Job" should be active at any time or option should be able to choose either or both of them while job posting
Users will not have the option rights. It is the settings from the backend, only adminstrator can set it.
And instead of "Go to Job" it may have "Apply on Company Website".
You can use plugin Loco Translate to change it.

You should increase the value for PHP time limit.
When you update Themes or plugins, you will update them via 3rd party servers. Response time may need to be greater than 60s. You can increase them from 100-200s and try again.

You can use Loco Translate plugin to translate it.
Since these are the default fields, there is no option to edit.
If you want to customize, you need to use Child Theme and custom form.php file
(/wp-content/themes/noo-jobmonster/layouts/job/apply/)
