I have selected the general_popup off setting under Extend Options but the popup persists. Please assist in getting this turned off.

I figured it out. What I thought was a popup was just js behaviour that expands the cell when there is more info than there is space for it.
An option to have cells expand to fit their content would be a nice future feature.
