Hi Tracy,
1. How could I create two additional functional job searches to this page? (see screenshot);I would like to add one for confidential posts and the other for key positions.
2. How can I create a menu for the two members in a separate ways ; in other words.
Assign pages for employers only.like view resumes and for candidates to see job posts, buy packages in seprarate ways. To kid of give them the privacy of seeing separately information that only relates to them.

1- This page is built by Visual Composer shortcode so you can use tabs shortcode then add additional tabs as your desired.
2- We are so sorry but we don't support 2 separate menus for employer and candidate. In case, you should find a freelancer developer to help you.
